Description:   Never seen before and we have lack of information, but, explanation is, as follows, Kerensky government double card 5 + 5 kopeks Michel nr. 30, covered by URSS stamps, and with hand stamp, saying (Blank) as per formular card, nord east region ( as far as we can read) RARE AND HISTORIC ITEM!!!!!!!!!!!!!!!!!!!!
